Annotation | The functions of day care rather than its facilities are guiding thinking about the future of this important service to older people. Day care provision includes day hospitals which are part of the health service, day centres run by local authorities, and luncheon and recreational clubs. Other forms of care, such as daytime visits, have been developed to supplement these services. The Centre for Policy on Ageing (CPA) has identified areas of concern which have arisen since implementation of the community care reforms in 1993. First, inter-agency issues, including the role of local authorities, the voluntary sector and the NHS, and who pays for community care services. Second, the nature of day services: their functional segregation, users' views, and carers' needs. It is vital to ensure that exploration and innovation are not stifled by organisational matters which at present create blockages in service provision. (RH). |
