AnnotationGovernment policies of the 1980s and 1990s failed to address the deficiencies in long-term care for older people. This article outlines the policy context and policy options which a Royal Commission set up by a Labour government will need to consider: means tested public funding; public/private partnership; social insurance; and funding from general taxation. Other options include partial equity release insurance schemes, flexible savings, and funding informal care. (RH).
