Annotation | Despite contradictory evidence, older people have been depicted as suffering from mental and physical decline caused by age and life events, and unable to cope without help from others. Far from offering any tangible support to needy older people, implementation of the NHS and Community Care Act 1990 has effectively contributed to older people being portrayed as frail and dependent. This article uses data from the "Pathways into Care" research project in Oxfordshire, which examined reasons why older people (aged 75+) were referred to the Social Services Department (SSD). The results indicate that this particular sample used a multiplicity of coping methods, for example relying on informal care, or remaining active by participating in social, educational and recreational activities. The authors suggest that care practice needs to be based on a new culture which places emphasis on supporting older people to do things for themselves: they should be able to enjoy the same rights and choices as everyone else.
