AnnotationThis paper sets out the Government's strategy for for mental health services, within the programme to modernise health and social services. The strategy aims to improve mental health care and to build public confidence in mental health services. Chapter one outlines the prevalence, causes and consequences of mental ill health in Great Britain. Chapter two summarises the proposals for modernising health and social care, and sets out the emerging view from the External Reference Group on National Service Frameworks on standards for safe, sound, and supportive mental health services. Chapter three explains how and why the policy of care in the community failed, and describes the gaps in the existing range of services available to people with mental health problems. Chapter four sets out the action which the Government will take prior to the publication of the National Service Framework in Spring 1999, and longer term action, including: good risk management; individual needs assessment; 24-hour access to services; Primary Care Groups to work closely with specialist mental health teams; user participation; and secure hospital services to be improved. Chapter five sets out the Government's investment plans for reform. (AKM).
