AnnotationA postal survey of all front-line staff with a care management role in Wales was conducted in 1995, with a selected sample follow-up in 1997. The aim was to investigate practitioner experience of the community care reforms. This bulletin summarises practitioners' perceptions of the impact on care management of local government reorganisation (LGR) in April 1996. Whilst improved accountability was acknowledged as a positive outcome of LGR, comments about uncertainty, poorer management and access to management, budget cuts and resource restrictions, and rationalisation of staff and resources were more prevalent.
