AnnotationThe purpose of this review is to assess the extent to which local people in Hertfordshire are well served by social services. It gives a profile of the authority; considers evidence about how well the authority responds to users' needs; and assesses evidence regarding the effectiveness of planning for the needs of the population, and how well resources are managed. Using results from a survey of users and carers, the report highlights the authority's performance in comparison to others. The review concludes that Hertfordshire is well served by its social services department (SSD), but not yet consistently so. A majority of cases receiving services do not have a care manager. This, together with the widespread lack of regular reviews, particularly in respect of services for older people, curtails continuity of care and the achievement of best value. Attention to the following key issues should help ensure positive outcomes for both staff and users: communicating the shape of social services to come; empowering managers; developing children's services; and paying attention to best value.
