AnnotationThe purpose of this review is to assess the extent to which local people in Coventry are well served by social services. It gives a profile of the authority; considers evidence about how well the authority responds to users' needs; and assesses evidence regarding the effectiveness of planning for the needs of the population, and how well resources are managed. Using results from a survey of users and carers, the report highlights the authority's performance in comparison to others. While 78% of users and carers thought that services received were excellent or good, the review concludes that people in Coventry are not consistently well served: choices that have been made in resourcing and managing the social services department (SSD) leave some vulnerable people at risk. Key issues are identified for services to develop and improve: fairness, choice and consistency of care for individuals; clarity and accountability in the management of risks, priorities, service delivery, resource management, and staff performance; getting better value from resources; and seeing, communicating and delivering the future direction for social services.
