AnnotationThe purpose of this review is to assess the extent to which local people in Rochdale are well served by social services. It gives a profile of the authority; considers evidence about how well the authority responds to users' needs; and assesses evidence regarding the effectiveness of planning for the needs of the population, and how well resources are managed. Using results from a survey of users and carers, the report highlights the authority's performance in comparison to others: services are well regarded by users and carers, with over 80% rating them as excellent or good. The review concludes that Rochdale serves many of its citizens well, but others are less well served by its social services department (SSD), including adults under 65 with physical disabilities and ethnic minorities. Key issues identified as priorities include the need to further re-focus resources, to improve consistency in coverage, to strengthen performance management, the capacity to change faster, and to reduce costs.
