AnnotationThe purpose of this review is to assess the extent to which local people in Wolverhampton are well served by social services. It gives a profile of the authority; considers evidence about how well the authority responds to users' needs; and assesses evidence regarding the effectiveness of planning for the needs of the population, and how well resources are managed. Using results from a survey of users and carers, the report highlights the authority's performance in comparison to others. The review concludes that, overall, Wolverhampton is well served by its social services department (SSD): the authority is at the leading edge of devising new service strategies for older people. Other strengths identified are: assessing and meeting individuals' needs; shaping services; managing resources; and managing performance. To achieve its strategic objectives, the authority needs to deal with four key issues: bringing together changes under way; getting the right services to the right people; re-shaping to deliver; and demonstrating success.
