| Annotation | This paper was delivered at the annual seminar held by the Association of Directors of Social Services (ADSS) and the Policy Studies Institute (PSI) in 1997, on the topic `best value, regulation and risk'. It looks at the concept of risk management and its application to health and social services, and compares it with the way in which quality assurance approaches tackle the same issues.
