Annotation | This book brings together the papers presented at the annual seminar held by the Association of Directors of Social Services (ADSS) and the Policy Studies Institute (PSI) in 1997. The papers begin by looking at the development of the concept of best value, and how it relates to changing approaches to regulation and risk in health and social services. Three papers investigate the problems of regulation and risk from the perspective of the voluntary, public and private sectors and from the point of view of purchasers, providers and service users.
