Annotation | The National Consumer Council (NCC) has become increasingly concerned about the growing volume of consultations to which it is asked to respond with diminishing resources, and about the clarity, quality, timing and accountability of such exercises. This guide, written by Mike Bartram of NCC, looks at what is meant by the term "consultation document". It sets out NCC's main good practice principles, illustrating these with examples of best and worst practice. Consulting in other ways is looked at, with particular reference to reviews and inquiries. The ways in which lack of staff and lack of money put consumer organisations at a disadvantage are investigated. A code of good practice for consulting consumers on policy, which builds on the best features of the Conservative government's "Thinking about regulating" (1994) but dealing with its inadequacies, is put forward.
