AnnotationThis White Paper presents the Government's proposals for social services, in line with those for the NHS, improving public health, and reducing health inequalities. Chapters 2 and 3 set out priorities in services for adults and children. The rest of the White Paper concerns proposals affecting all social services. Chapter 4 describes radical changes to arrangements for protecting people through better regulation of care services, including: eight regional Commissions for Care Standards (CCCs) to carry out regulation of care services (including residential and nursing homes, and domiciliary care providers); more services covered by inspection; and stronger national standards (paragraph 4.50 refers to Centre for Policy on Ageing - CPA - work on national standards for residential and nursing home care). Chapter 5 sets out proposals for improving standards in the workforce, and the creation of a General Social Care Council (GSCC). Chapter 6 explains proposals for a clearer relationship between social services and other agencies, while Chapter 7 sets out the new framework for raising standards and ensuring that every local authority provides good quality, best value social services delivering positive outcomes.
