Annotation | Home care for older people is currently a lottery, with charges varying from area to area. The authors - from MEL Research, an independent public services research agency - consider how local authority charges for domiciliary services could be standardised. They refer to two surveys carried out by their organisation: a study of service users, care providers and service managers in the London Borough of Southwark; and a parallel national survey of how social service departments (SSDs) have responded to the issue of non-residential charging. Given the wide disparities in the types of services for which charges are made, there is a danger that in some areas, services may no longer be accessible to all. (RH). |
