AnnotationOlder people and their relatives are rarely consulted when care homes are closed or change hands. This can have a devastating effect on the residents, whose welfare - in a rapidly fluctuating care home market - should be paramount. This article cites examples of local authorities' transfers and closures of homes in 1998. The organisation Counsel and Care points to the need for a regulator for the care sector, who would act on behalf of consumers and lay down standards of service and charges. The Relatives Association also thinks that a regulator might be useful; but because of the speed of some closures or sales, immediate action is often needed. In such instances, a caretaker should be brought in to hold the home together until further plans can be made. (RH).
