Annotation | This is one of two items in which the results from the first stages of the Social Services Inspectorate's (SSI) Care management study are presented. This report brings together some of the findings from the first national survey of care management arrangements of all social services departments (SSDs) in England since the full implementation of the community care reforms in 1993. Aspects of care management reported to be working well included inter-disciplinary working, assessment, hospital discharge and review. Aspects of care management not working so well - reported by only about a quarter of authorities - included the performance of reviews and some specific operational issues, including speed of response, a lack of flexibility, and inequity of resource distribution. Overall, the findings suggest that the development of key areas of targeting, assessment systems, review processes, budget devolution, purchaser/provider separation and the form or model of care management remains central to the effective implementation of care management. The subsequent phases of the PSSRU (Personal Social Services Research Unit) study will be exploring these issues in greater detail. (RH). |
