Annotation | Since the full implementation of the NHS and Community Care Act 1990, care managers have come under increasing pressure to make faster assessments and to spend more time on IT systems and paperwork. With little time to spend on forming relationships with service users, care managers are required to concentrate on risk avoidance, but do not have the time to do this adequately. The resulting feelings of `divided loyalty' is a demoralised workforce which feels it has been deskilled and is suffering increasingly from stress. (RH). |
