Annotation | The government would manage the care of pensioners better if it accepted that responsibility more explicitly, and if it were to set up an organisation that at least gave it the possibility of managing it well. The author suggests responsibilities that might be taken by a Department for Pensioners, for example determining how its own integrated budget - which would be the country's major source of money for pensioners - should be spent. This is the last of three articles; the others were titled "The funding fallacy" and "Paying for pensioners". (RH). |
