Annotation | In July 1997, Harriet Harman, then Secretary of State for Social Security, announced a fundamental and wide-ranging review of all aspects of pension provision. In the light of questions raised by the review, this paper examines current levels and sources of income for older people, and how these have changed over time, using official statistics. The main issues in providing a secure income in later life, and some of the policy issues which the pensions review will have to consider, are discussed. The author concludes that whatever path of reform is chosen, care will need to be taken to ensure some minimum standard of living in retirement for both men and women - one which makes best use of limited resources, but without discouraging private savings and without the stigmatising effects of means-testing. At the same time, confidence needs to be restored in the private pension industry: people need to be confident that their savings are secure, and that schemes give value for money. (RH). |
