AnnotationThe Compact arises out of the report of the Commission on the Future of the Voluntary Sector, "Meeting the challenge of change" (chaired by Nicholas Deakin), and the Labour Party policy document "Building the future together". Both concluded that Government and the voluntary and community sector have a number of complementary functions and shared values, and that a Compact to further their understanding and develop their relationship would be highly desirable. The underlying philosophy is that voluntary and community activity is fundamental to the development of a democratic, socially inclusive society. This document outlines the Compact's shared principles, and undertakings by Government and the voluntary sector with reference to funding and accountability, policy development and consultation, and good practice. The Compact also ties in with the Better Government initiative. (RH).
