Personal responsibility and privatization in public policies on aging

AnnotationGovernments and many for-profits companies have cut back on benefits they used to provide. Similarly, in the public sector, measures that implement the themes of personal responsibility and greater reliance on the market have implications for older people, especially those on low incomes. This article discusses US policy changes reflecting these themes: welfare reforms and older immigrants; Medicare, the market and personal risk; and privatisation of Social Security. The ability of the insurance industry to fund long-term care (LTC) could be challenged by the baby-boomer generation who are likely to demand that LTC is publicly financed. (RH).
