AnnotationIn this submission to the Royal Commission on Long-term Care for the Elderly, the Nursing Home Fees Agency (NHFA) outlines its proposal for a `Care Duty' to fund the immediate long term care costs of older people in the UK. Its aim is not to impose further demands on public funds or taxation on business or the working population, but in a manner that is fair, acceptable and fulfils the expectations of the welfare state. The NHFA strongly disagrees with a compulsory insurance based model. Instead, it proposes that currently exempt band and life-time transfers of capital should be taxed at the rate of 2.5% to provide a `Care Duty', which would yield an estimated £560 million per annum. It is further proposed that `Care Duty' should be ring-fenced so that it can be used only for long-term care purposes. (RH).
