Annotation | The Compact is an agreement between the Government and the voluntary sector on the principles of working in partnership, and based on a mutual understanding of the roles and values of each. The ideas were originally set out in `Building the future together: Labour's policies for partnership between government and the voluntary sector', which itself was based on a consultation exercise with the voluntary sector before the 1997 general election.
