AnnotationThis analysis looks first at how the role of women has changed as a result of social, demographic and economic changes in society. Given that the Government's recent Green Paper on welfare reform - 'New ambitions for our country: a new contract for welfare' - expresses some commitment to the needs of both men and women, this policy appraisal examines the ways in which social security benefits and pension arrangements affect women, describes recent changes, and future steps that need to be taken. It concludes with a brief review of the Department of Social Security (DSS) as an employer, where two-thirds of employees are women. (RH).
