AnnotationThis is Critical Social Policy's first international Special Issue, and it emerged from the annual seminars of the European Network for Theory and Research on Women, Welfare State and Citizenship organised between 1994 and 1996. One of the concerns of the research groups set up by the Network was the difficulty in pursuing comparative social policy research when key concepts such as `citizenship', `civil society' or `community' have differing meanings in different countries. This series of six articles reflects the way in which the concept of citizenship has developed, focusing on gender. The first article considers theoretical and historical backgrounds, and analyses the relationship between gender and citizenship. The other articles considers ways in which the concept of citizenship has developed in five Northern European countries: the UK, the Netherlands, Finland, Denmark and Sweden. (RH).
