Annotation	The purpose of this inspection was to gather information from inspection unit reports, to convene a series of consultation workshops, and to explore the need for specific guidance for the field. The objectives were to examine: progress of the development of standards for inspection purposes; the extent to which standards influence providers of residential care; and to identify areas of practice for which specific standards need to be developed. The inspection was undertaken as part of the Social Services Inspectorate Wales (SSIW) inspection programme for 1994/95, who worked collaboratively with the Social Care Association (SCA).
