Annotation | Housing for older people is subject to regulation in most countries. The types of housing that should be subject to regulation are discussed, also related issues such as interdependence between location and services, and the implications of continuous occupancy. Regulatory regimes in Germany, Israel, the Netherlands, the UK and the US are described and compared, to suggest the dimensions of the ideal regulatory framework. Criteria for evaluating housing proposals are developed, and this paper presents an evaluation system for use in the regulatory review of congregate (i.e. sheltered) housing and small nursing home projects.
