AnnotationThis 2-day conference on the future of the personal social services, which took place in 1997, was organised by the Joseph Rowntree Foundation (JRF) and the National Institute for Social Work (NISW). The conference brought together policy advisers and providers, academics and other commentators, and disabled people and other service users. Sessions on Day 1 concentrated on identifying why the future of social services is problematic, beginning with an overview of strengths and weaknesses, and then collecting views and examples on what can be done and when to remedy the situation. Day 2 focused on developing a new consensus, with the aim of finding solutions which are fit for the purpose locally and nationally. This document comprises the texts of presentations at the conference. An introductory preface gives an update of developments since the conference. The groundwork has been laid for a major reform of the welfare state. The issues raised by the participants remain relevant: how can people who use services gain greater control over their lives now, and what are the future options? (RH).
