AnnotationIn this consultation paper, the Department of the Environment, Transport and the Regions (DETR) seeks views (by 2 October 1998) on a proposed new basis for the funding of home improvement agencies (HIAs) - sometimes known as `Care and Repair' or `Staying Put'. The new system would aim to encourage closer local authority involvement in decisions on HIA funding in line with policies for decentralisation; and ensure better integration of HIAs' work into local housing, health and community care strategies. Other aims include reducing the bureaucracy of the bidding and monitoring process; and continuing the HIA movement's role of dissemination of advice on best practice between HIAs. The paper outlines: problems with the current arrangements; transitional arrangements; resource implications; grant conditions and other financial aspects; performance indicators; and the role a national co-ordinating body. The accompanying DETR News release has the title `Elderly and vulnerable people to get better deal on home repair service'. (RH).
