AnnotationThe proposals set out in this discussion document are intended to contribute to the Government's overall proposals for improving performance across health and social services boundaries and with other parts of local government. Joint working is needed at three levels: strategic planning; service commissioning; and service provision. The proposals must also: improve the actual services users and carers receive; ensure wasteful duplication and gaps in services provided; and ensure public funds are used more efficiently and effectively.
