 — a local network for community care in Japan

AnnotationThis article analyses the characteristics of the minsei i'in (Japanese welfare commissioner) system that today serves as a link between the local administrative authority, social welfare institutions and residents, and which conveys residents' feelings to local authorities on improving living conditions in the community. Studying the nature and problems of the minsei i'in system helps us to deepen our understanding of Japanese interpretations of `public', `private' and `voluntary work' in social welfare in a Japanese context. The minsei i'in do not necessarily represent those `local residents' who are most targeted in debates on voluntary work in relation to issues of ageing in society. (RH).
