Annotation | The "poverty of theories" of social security has long been at issue in Japan. However, in view of structural changes that are a result of the rapid ageing of the country's population, a fundamental examination of the present and future direction of social security is needed, to tackle specific problems including long-term care. This paper reviews the history of socio-economic changes caused by industrialisation and ageing, and compares systems for providing social security in Japan and other countries. Japan's situation is considered from the viewpoint of "convergence of social insurance and social welfare (public assistance)". Based on this analysis, ideal ways of constructing a social security system for the future are contemplated. (RH). |
