Annotation	This discussion paper primarily concerns the management of hospitals covered by the members of the Standing Committee of Hospitals of the European Union (HOPE), and the promotion of positive attitudes towards hospital institutions. An addendum concerns recommendations for achieving a better balance of hospital and ambulatory services. The discussion paper and addendum were approved by the Plenary Assembly of the Standing Committee of the Hospitals of the European Union (HOPE) during its meeting in Paris on 26 March 1996, and finalised by the Sub-Committee Coordination (SCC) in Coimbra on 12 June 1996.
