AnnotationCommunity Health Councils were created in 1974 `to represent the interests in the health service of the public in its district'. Although changes were made to the structure of the NHS (National Health Service) in 1996, the Government did not agree to changes in the role of CHCs recommended by the Insight management consultancy. This report makes the case that CHCs need new powers and resources to be fully effective in the developing NHS. It draws on a survey of CHCs to demonstrate through many examples the difference which they can make to the NHS and its patients in all areas of health provision. An overview section draws on other reports to describe how CHCs prioritise their work, how cost-effectively they go about their business, and how they could be made even more effective. The conclusion is that NHS watchdogs are needed now more than ever, and that CHCs have proved their worth. (RH).
