 — social services' experience of the first year of the Carers Act

AnnotationThis joint study forms the second part of a study into the implementation of the Carers (Recognition and Services) Act 1995. The first part - 'Still battling? the Carers Act one year on' - looked at carers' experiences. This study focuses on local authorities' policies and changes to support for carers from April 1996 to February 1997, based on a 56% response to a questionnaire sent to all social services departments (SSDs) in England, Wales and Scotland, and trusts in Northern Ireland. The report covers: the scope of the Act; expenditure, or rather lack of funds; preparation for the Act; the impact of the Act and whether changes were made to services; informing carers of their rights; policy and procedure for assessing carers; definitions of `regular and substantial care'; young carers and parent carers; and differences in strategies in Scotland, Wales and Northern Ireland. The report concludes that while the Act has established a new baseline of support for carers, it has also created disparities between the highest and lowest levels of recognition and support. With the lack of funding to implement the Act, the report makes several recommendations for central and local government. (RH).
