Annotation | This circular, also issued to local authorities as LAC (98)21, outlines the steps in the development of Primary Care Groups, whose aim is to enable general practitioners (GPs) community nurses and other health and social care professionals to improve the health of their community and the delivery of care to patients. It explains the organisation and process by which Primary Care Groups will fulfil their functions. It also sets out an agenda for action for Primary Care Groups to identify priorities to be delivered by the Groups in their first year.
