AnnotationThe Working Group was set up to study best practice in Scottish councils' partnerships with other bodies in the public, private and voluntary sectors in planning, providing for and promoting the economic, social environmental well-being of the communities they serve. The report identifies the aims and potential benefits of community planning, including existing processes such as care in the community. Also considered are: the form which a `community plan' should take, and its place in the community planning process; how best organisations can come together to form effective partnerships; the relationship between community planning processes and other planning processes; the involvement of communities; the use of community planning at more local levels; and whether new powers are needed to make community planning happen. The Working Group recommends that councils and their partners should have produced community plans for their areas by 30 September 1999, bearing in mind that council elections will be taking place in Scotland in May 1999.
