Annotation | This circular sets out the arrangements for the payment of the 1997/98 special grant to provide support to receiving authorities in England towards expenditure incurred in 1997/98 in providing services for adult asylum seekers unaccompanied by children. Following the judgment of the Court of Appeal in R v City of Westminster and London Borough og Hammersmith and Fulham, Ex Parte A, P, M and X, local authorities are required to make arrangements for providing residential accommodation under section 21(1)a of the National Assistance Act 1948. Local authorities were, however, able to submit claims to the Department of Health (DoH) for grants made. The circular will be cancelled on 31 December 1999. (RH). |
