AnnotationThe purpose of this review is to assess how well Liverpool's population is served by its social services department (SSD). It gives a profile of the authority; considers evidence about how well the SSD responds to individuals' needs; and assesses services for different user groups, and its purchase and provision of services to meet the needs of the whole population. Evidence is considered as to how well the authority manages its performance and the available resources. The report highlights areas where the authority is doing well in comparison with others, and proposes priorities for action in taking the SSD's work forward. The review also includes: an analysis of responses by users and carers to a postal questionnaire; examination of policy documents and data; examination of practice in social work teams; and tracking samples of individual referrals and cases.
