AnnotationFrom 1995 to 1997, the Oxfordshire Community Care Advisory Group appointed an independent community care rights worker to help people obtain their full entitlements under the community care legislation. The findings reported here are based on data collected from the first 180 referrals: they were informed of the research, and their stories have been disguised. They report the leading issues dealt with, how the project helped, and what was achieved. In contrast to the poor communication systems and constantly changing policies which service users, carers and professionals encountered at the outset, the researchers conclude that the project offered an accessible, local reference point for people. Acting in partnership and sharing information empowered users and carers, and did not involve recourse to expensive legal action. Independence from the statutory agencies was essential and was highly valued.
