AnnotationThis publication is the result of a follow-up project to the `Charter for disabled people using hospitals' published by the Royal College of Physicians and the Prince of Wales' Advisory Group on Disability (now the Disability Partnership) in 1992. It is based on work done on testing the Charter in selected hospitals on revising and reinforcing its recommendations, and preparing detailed guidelines for their implementation. The Charter itself is presented on a single page, setting out standards to which disabled hospital users have a right or that they might reasonably expect. The Guidelines are for all hospital trusts and ambulance services; and attention is drawn to the Disability Discrimination Act 1995. The Guidelines discuss: disability equality; distinctions between personal, corporate and medical responsibility; recognising disabled people's needs; improving communication; the hospital's physical environment; spreading and improving disability awareness; and general principles regarding costs and priorities.
