Annotation | This report focuses on a range of 'low level services', areas identified by older people as important in enabling them to maintain their independence: help with housework, gardening, house repairs and maintenance, security, laundry, and opportunities for social participation. The report is based on interviews with older people using various schemes providing 'help' and 'care', and with service providers. The report examines the meanings of home and independence to older people, and the effects of a change in provision from local authority to a voluntary sector provider. Issues of safety and social participation, and the value placed on organisations such as Care and Repair are discussed. The older people saw these low level services as preventing the need for care. Older men had a more functional view of the the value of domestic help. Older women perceived it in terms of skills and competencies: the appearance of their homes was evidence of their ability to maintain acceptable standards. The report therefore argues that help is an important factor in combatting social exclusion and isolation. (RH). |
