AnnotationResearch into elder abuse has taken on international proportions, however, the majority of studies has tended to focus on domestic, as opposed to institutional abuse, and there has been a lack of inter-country collaboration. This formed the background to a major collaborative project into abuse of older people in residential care, sponsored by the European Commission's Directorate General for Regional Policies. The aims of the project were to share expertise in care of older people, undertake field visits to residential care homes, identify factors leading to abuse, evaluate monitoring and prevention strategies, and develop Pan-European guidelines. Statutory and independent bodies from authorities in three countries participated: City of Kalmar (Sweden); London Borough of Enfield (UK); and Murcia Region (Spain). This report presents the findings from the project, and outlines recommendations in the following areas: organisation level, physical and psychological environment, staffing, and rights of residents.
