AnnotationThe original intention of the conference was to discuss legislation likely to affect older people up to the millennium, but the Government had not then made public any new measures. Discussions were therefore limited to issues affecting older black people at the time of the conference, based on current legislation. Summaries of keynote speakers' papers cover housing, health, welfare rights, and social care. Gillian Dalley, Director of the Centre for Policy on Ageing (CPA), gave the presentation on welfare rights, `Means testing of pensions - the implications for elders', questioning how the Labour government's proposals for stakeholder pensions would solve the problem of how pensioners have to live now.
