AnnotationThe Government has confirmed its commitment to establishing the General Social Services Council, and has subsequently published its proposals for the General Social Care Council (GSCC) in the White Paper, "Modernising social services" (TSO, 1998). This Working Document is published as background to the Government's consultation and a contribution to the debate. It represents the Implementation Group's views on the best way to set and regulate standards of conduct and practice for all who work in social work and social care, to strengthen protection for those who use the service, and to educate and inform the public on whose behalf they are provided.
