Annotation | This consultation document, inviting comments by 18 September 1998, sets out how the government intends the NHS (National Health Service) to deliver quality standards. It outlines the role of the proposed National Institute for Clinical Excellence (NICE) in setting quality standards, and the establishment of evidence-based national service frameworks. Delivering quality standards is discussed with reference to clinical governance, lifelong learning, and professional self-regulation. Monitoring quality standards is to be carried out by a new statutory body, the Commission for Health Improvement, complemented by a national framework for assessing performance, and a national survey of patient and user experience. The concluding chapter includes a timetable for introducing the various measures proposed. (RH). |
