AnnotationThis is a summary of a fuller report of the review, the purpose of which is to give local people a clear and independent view of how well Barnet responds to individuals who need information and help, plans for its population as a whole, and uses its resources. The Joint Review notes that with budgetary cutbacks, services have become ever more narrowly targeted on those most at risk. Among the issues to be dealt with for improving services are: changing from a controlling to an enabling organisation; re-targeting community care; and negotiating a shared agenda on community care with health services.
