AnnotationThe purpose of the review is to assess the extent to which local people in Bury are well served by social services. It gives a profile of the authority; considers evidence about how well the authority responds to users' needs; and assesses services for different user groups, and purchase and provision of services to meet the needs of the whole population. Using results from a survey of users and carers, the report highlights the authority's performance in comparison to others. The Review identifies six main problems for action: controlling overall expenditure; reducing the high cost of some services; developing a balanced mix of services for older people; forming constructive partnerships with all key stakeholders; having access to essential information; and providing effective leadership and management.
