Annotation | The purpose of the review is to assess the extent to which people in West Sussex are well served by social services. It gives a profile of the authority; assesses the way in which the authority shapes services to meet the needs of the whole population; and ways in which resources and performance are managed. Although the authority has managed its resources carefully, the review highlights users' and carers' mixed responses. Key priorities identified for improving the service include: changing its relationship with service users to become more open in its approach to services and planning; and defining its core businesses and priorities and reorganise its resources and accountabilities accordingly - including reducing reliance on residential care for all groups. The Review team recommended establishing a series of projects to deliver a specific service improvement, including: reshaping the market for elderly care to promote more home care and less residential care at lower cost; and making the Council's home care and day care services thriving businesses with a clear contractual relationship with the Council as a commissioner.
