Annotation | South Africa has a relatively youthful population, however, ageing is becoming an important economic issue as the number of older persons increases. This paper explores two major economic issues related to ageing: care for older people and retirement provision. The care of older people in the past was mainly institution-based, and available for the white section of the population, however, this is now changing into less expensive community-based care. Compared to other developing countries, South Africa has a well developed social security system, with occupational/private pensions and means-tested social pensions for poor citizens. The problems in integrating these two forms of social security for retirement are discussed. (AKM). |
